However, another phenomenon has appeared on the scene: drug trafficking and consumption, which lead people to physical, psychological and moral degradation, destroy families, disturb communities, corrupt society, and even endanger the security of States. But what is unbelievable is that millions of people try consciously and deliberately to plunge into the terrifying world of drugs. Behind consumers, there is a complex network of criminals and dealers who have established enormous financial empires. In many countries, this networks have the possibility of bribing authorities and developing far-reaching criminal organizations. In spite of the efforts made by affected countries, drug trafficking increases dramatically. It is the most profitable business of the under-world. For this reason, although many individuals or gangs of dealers are pursued and indicted, they are soon replaced by others. This distressing situation has forced authorities and Prefectura to take measures in order to deal with the problem of drugs as a whole. The globalization of world economy and the emergence of regional economic integration have brought a significant increase of trade between countries and regions, as well as changes in transportation systems, cargo handling, packaging, use of containers for multimodal systems, etc., rendering ports into an ideal location for drug trafficking. Due to the special circumstances that prevail in frontiers and port areas, Prefectura’s personnel must be permanently prepared to deal with international traffic. Therefore, they attended national and international training courses on modern investigation techniques, since the war against drug trafficking requires of active cooperation between forces at the national and international level. In line with the international effort to fight drug trafficking, Prefectura has detected important criminal networks and seized large quantities of illegal drugs. |
