The Pilot Service

Since the issuance of a decree by the National Executive on 1938, the Pilot Service was incorporated into Prefectura's organizational structure under the Commandant.

The implementation of the State reform process, as from 1991, caused the withdrawal of state activities from the economic process. Consequently, all the activities and services rendered by private individuals were decentralized and deregulated, such as those performed by pilots.

This Service is currently hired between the users and the certified pilots directly, who freely agree upon the service fees. However, Prefectura performs police functions in order to ensure that adequate services are rendered in all aspects related to the safety of navigation. For this purpose, the Professional Pilot Register was created, setting no limits as to the number of pilots registered, except for the age limit. Prefectura may grant, withdraw or cancel a certification in accordance with the powers given by the rules.

Moreover, Prefectura provides support for pilot transfer, embarkation and disembarkation in areas where that service is not rendered by private individuals, or at the request of competent authorities.

In addition, Prefectura must render pilot services in those areas where there are no pilots or where the pilot service is monopolized.

Currently, the Pilot Service reports to the Navigation Safety and Security Directorate.
